Rotary Tubing Cutter

Hello machinists. An friend of mine used to visit these forums, he went by wippin'boy. He recommended I try here to find out more information on this RotaryTubing Cutter. It's part of a pneumatic operated close and cutoff for coils tube length, his words not mine. If anyone could help, I'd appreciate it.
